Entry Conditions into an Inclusive Society! Removing Education & Welfare Gap of Persons with Disabilities
It has been 15 years since KODAF conducted a comparative analysis of welfare and education for PwD by city and province. In December, let's take a look at the results of a comparison of welfare and education by them in 2019, and examine the challenges of local governments to alleviate the disability gap for PwD, focusing on BF status analysis and implications.
What is Municipal Welfare Comparison Survey?
Since 2005, KODAF has been conducting a comparative research on welfare. The background of this was the enactment of the Special Act on Decentralization of Local Autonomy and Local Administrative System in 2004, which has provided the legal basis for local governments to carry out comprehensive and autonomous administration. Many have been transferred to local governments. At that time, DPOs were concerned that the welfare level of PwD would vary depending on local government policy directions. This survey compares and analyzes welfare services and education levels for each local government to identify the relative level of welfare for PwD, and confirms whether the gap between cities and provinces has deepened or has been leveled up by the local autonomy system.
Disability Education Average Score is Up & Gap is Down
The national average score for the education for PwD was 74.52 points out of 100 points, up 3.12 points from 71.40 points in 2018. This seems to increase with the continued attention and support of local governments in education for PwD. However, unlike the Ulsan, Gwangju, and Jeju municipalities, which belong to the grade of good or higher for five consecutive years, Sejong and Gyeongbuk were included in the outbreak group for five consecutive years. There is an urgent need for investment in adult education for PwD. In particular, 'budget per capita education' shows a big difference between regions compared to other indicators in the education for PwD.
Employment Rate of Public Officials with Disabled is Up, but the Gaps in Cities and Province are Up.
This year, the average employment rate of disabled employees was 4.73%, up 0.47% from 4.26% of the previous year. The highest score was 6.26%, the lowest score was 3.83%, and the gap between the top and bottom municipalities was about 1.63 times, which is greater than that of last year's 1.59 times. By region, Seoul showed the highest employment rate of 6.26%, and three local governments were included in the excellent grades, 6.16% in Busan and 6.15% in Jeju. However, for three consecutive years, four areas in Ulsan, Chungbuk, Gyeongbuk, and Gyeongnam need some effort to improve the employment rate of disabled public officials are urgently required.
Although BF Certification has Increased...
Barrier-free certification (hereinafter referred to as BF certification) means planning, design, and construction management so that children, the elderly, PwD, and pregnant women as well as temporary PwD do not feel inconvenience in accessing, using, and moving individual facility areas. It is a certification system to evaluate. The UN CRPD recommended that in the 1st final view, convenience facilities should be able to be installed regardless of the size, volume ratio, and construction date of Korean buildings. Although certification is being activated through various efforts such as enactment of the government and local government ordinances, but actual experience is low because many people who use facilities use their residences or small private facilities rather than the number of visits to public institutions. Therefore, in order to secure a better quality of life for PwD, it is necessary to activate the certification in the private sector.
Conditions for Entry into an Inclusive Society; Develop Community Welfare System
In the face of fiscal imbalances between cities and provinces, we cannot order all disability policies to be similar to or above the national average. However, in the case of policies that fall short of the national average, it is necessary to strengthen investments so that public and private sectors can cooperate to approach the national average through budget input and awareness raising projects. First, each city, provincial governor, and superintendent of cities and provinces establish policy goals and tasks tailored to the characteristics of the region, and improve the level through continuous implementation and inspection. Second, active and timely support of central government resources should be taken into account, as well as the will and role of local governments, also the local environment and circumstances. Finally, all local governments should establish policies for promoting the welfare of PwD and the level of education that PwD and their families can experience.
